IPPCP
INTELLIGENT PRIVATE-PUBLIC NEUTRAL CARBON PLATFORM

The IPPCP pilot project aims to address inefficiencies in the management of climate, energy, environmental and pollution data in urban sectors by establishing a robust data cooperation framework that optimises data collection and sharing, making it easier for cities to monitor and quantify their progress towards climate neutrality.
The Zaragoza use case envisages the development of a transparent, accurate and reliable data management service that is accessible to the different actors in the city (city council, businesses and citizens) through the digital platform.
This platform will have an automated system for the calculation of emission and energy consumption metrics and access interfaces and control panels suitable for different types of users. The aim is to facilitate data collection, analysis and use in order to properly assess emission trends in the city and the impact of the measures to be adopted.
The main challenges are:
✓ Encouraging stakeholder participation and public-private collaboration and creating a data culture in the city.
✓ Emissions and energy data across urban sectors are fragmented, which makes them difficult to exploit.
✓ Technical and operational feasibility: interoperability and scalable data storage and processing.
The international consortium is made up of two cities where the use cases will be developed, one university and two SMEs:
